weekly lottery???

could we please host a lottery where people[members] buy tickets for a credit [uk] or h.d. points and all the points that were given during that lottery the winner will get. you could choose winner buy putting people names on paper and put it in a bag and pick one out. the more the tickets the higher chance

how would you pick the winner because if you pick a name out of a hat were no one can see it
there might be alligations of cheating so take that in to concideration
